Summary
Eelnõuga suunatakse tööandjaid kasutama Eestis kohalikku tööjõudu ja värbama välistööjõudu eelkõige töökohtadele, mis nõuavad kõrgelt kvalifitseeritud tööjõudu. Selle eesmärgi nimel tõstetakse üldtingimusena seaduses sätestatud palgakriteeriumi 1,5 kordseks. Samas, real tingimustel, kõnealune palgakriteerium ei kohaldu. Eelnõuga korrastatakse ka õppimise eesmärgil elamisloa taotlemist, välismaalaste õpingute järgset Eestisse elama asumist ning välisüliõpilaste pereliikmete Eestisse asumist ja välisüliõpilastele stipendiumite maksmist.
