Summary
The bill adds a provision to the Citizenship Act, which, upon approval, can be deemed to have fulfilled the Estonian language proficiency requirement, which is a prerequisite for obtaining Estonian citizenship, if a person has acquired elementary, secondary or higher education in Estonian or has passed the national exam in Estonian as a second language with the required result in elementary school or high school. According to the draft, all students in the final year of elementary school will be given an exam in Estonian and Estonian as a second language, the completion of which is not related to graduation from elementary school, but the purpose of which is to measure the level of Estonian language proficiency of a person who has acquired basic education. In addition, changes are made in the external evaluation of learning results. The purpose of the changes is to ensure that students, parents, schools, to the head of the school and the state as objective and comparable feedback as possible regarding the learning outcomes stipulated in the national curricula.
