Summary
Eelnõuga luuakse võimalus direktorite töö- ja arengualaseks keskseks hindamiseks. Seletuskirjas märgitakse, et kuna Riigikogu on seadusega määranud direktori ülesanded ja valdkonna eest vastutav minister kehtestanud kvalifikatsiooninõuded, siis tuleb mitte üksnes kooli pidajal, vaid ka valdkonna eest vastutaval ministril olla kindel, et ülesandeid täidetakse tulemuslikult ning ametikohal töötav direktor on ametikohal pädev. Hindamiseks moodustatakse hindamiskomisjon, kuhu kuuluvad vähemalt koolijuhtide esindaja, Haridus- ja Teadusministeeriumi esindaja ning kooli pidajate esindaja. Kõiki põhikooli ja gümnaasiumi direktoreid hinnatakse vähemalt ühel korral viie aasta jooksul. Hinnatakse direktori vastavust kvalifikatsiooninõuetele sh riigikeele oskuse nõude täitmist ja juhtimiskompetentse. Kompetentsi all peetakse käesolevas dokumendis silmas direktori tegevust oma organisatsiooni ja hariduspoliitika eesmärkide täitmisel.
