Summary
The bill creates an opportunity for central performance and development evaluation of directors. The explanatory letter states that since the Riigikogu has determined the director's tasks by law and the minister responsible for the field has established the qualification requirements, not only the school manager, but also the minister responsible for the field must be sure that the tasks are performed effectively and that the director working in the position is competent for the position. For assessment an evaluation committee is formed, which includes at least a representative of the school principals, a representative of the Ministry of Education and Research, and a representative of the school administrators. All primary and secondary school principals are evaluated at least once every five years. The director's compliance with the qualification requirements, including the fulfillment of the requirement for knowledge of the national language and management competencies, will be assessed. Competence in this document refers to the activities of the director in fulfilling the goals of the organization and educational policy.
