Liiklusseaduse muutmise seadus (kergliikurite ja pisimopeedide regulatsioon)

Summary

Tänased regulatsioonid ei võimalda kohalikel omavalitsustel piisaval määral kergliikurite ja pisimopeedide liiklust reguleerida ega kehtestada kohalikke piiranguid või lisatingimusi rendiettevõtetele. Kehtiva seaduse järgi saavad kohalikud omavalitsused reguleerida vaid kiirust, asukohta ja parkimist. Seaduses puuduvad ranged nõuded kasutaja vanuse ja juhtimisõiguse kontrollimiseks, mis on eriti problemaatiline alaealiste puhul. Tulemuseks on sagenenud liiklusõnnetused, mis põhjustavad tervisekahjusid ja suurendavad Tervisekassa koormust.
