Summary
Eelnõu näeb ette kehtestada ka taastuvenergia tootmisvõimsuste (näiteks tuuleparkide) arendajatele ja käitajatele keskkonna kompleksloa taotlemise ja omamise kohustus. Seletuskirjas märgitakse, et viimastel aastatel on algatatud Eestis väga palju planeeringuid taastuvenergia võimsuste (eelkõige tuuleparkide) arendamiseks, mistõttu nende mõju kohalikele elanikele ja ka keskkonnale laiemalt tuleks senisest paremini hinnata. Paljude kavandatavate tuuleparkide mõjud inimestele ja keskkonnale võivad olla suuremad, kui mitmetel juba praegu keskkonna kompleksluba nõudvatel käitistel, näiteks loomalautadel.
