The current traffic insurance law stipulates in § 4 subsection 1 point 5 mandatory traffic insurance for vehicles with a speed exceeding 25 kilometers per hour or with a design speed exceeding 14 kilometers and a mass exceeding 25 kilograms. The explanatory letter states that such a criterion has created a situation where Bolt electric scooters, which weigh 24 kg, are not covered by the insurance obligation of the market's largest rental company. At the same time, the second largest rental company Tuul Mobility, whose scooters weigh more than 25 kg, must insure the rental scooters.
