The purpose of the bill is to ensure that light vehicles participating in traffic through the use service have equal conditions and are all insured, because they participate in traffic significantly more often (e.g. compared to a light vehicle in private use) and therefore the risks associated with it are also greater. The current traffic insurance law stipulates in § 4 subsection 1 point 5 mandatory traffic insurance for vehicles with a speed exceeding 25 kilometers per hour or with a design speed exceeding 14 kilometers and a mass exceeding 25 kilograms. The explanatory letter states that such a criterion has created a situation where Bolt electric scooters, which weigh 24 kg, are not covered by the insurance obligation of the market's largest rental company. At the same time, the second largest rental company Tuul Mobility, whose scooters weigh more than 25 kg, must insure the rental scooters.
