Summary
The bill reforms the administrative organization of first and second instance courts to be clearer, more efficient and autonomous. Currently, court administration is fragmented - it is handled by several parties, such as the Ministry of Justice and Digital Affairs, the Court Administration Council, court presidents, court directors, and to some extent the Supreme Court. Such distributed responsibility fragments the system and makes it difficult to manage. According to the new law, a larger share is given transfer of court administration tasks from the Ministry of Justice to the courts themselves. A new structure will be created to replace the current court administration council - the Court Administration and Development Council (KHAN). While the previous body was rather advisory and coordinating, KHAN will be the highest decision-making body of court administration. This council directs the development of the courts and organizes administrative decisions at a strategic level. This not only significantly increases the decision-making power of judges support services, but also about the development direction of the courts. In addition, the Court Administration Service (KHT) will be formed, which will provide courts with daily support services such as translation, archiving, and financial and asset management. KHT will take over the previous court administration tasks of the Ministry and the tasks of court directors. KHT is headed by a director appointed for a five-year term, whose activities are controlled by the Administrative and Development Council of the Courts.
