Summary
Seadust muudetakse, et soodustada tuule- ja päikeseparkide ehitamist põlevkivi või turba endistele ja praegustele kaevandustele ehk aladele, millele on juba väljastatud kaevandamisluba. See lühendaks tuuleparkide rajamisel bürokraatiale kuluvat aega. Võrreldes uutele aladele taastuvenergia parkide ehitamisega on kaevandatud alade taaskasutamisel loodusele väiksem mõju. Kaevandusaladel taastuvenergia tootmine elavdab kohalikku majandust ja ettevõtlust. Enne taastuvenergia pargi rajamist tuleb kaevandatud ala korrastada. Juhul kui alal kehtib kaevandamisluba, saab korrastamistööde käigus alustada juba pargi rajamisega. Seadusega võtame üle EL taastuvenergia direktiivi sätted kaevandatud maa mitmekesise kasutuse ja elurikkuse taastamise kohta. Eelnõu kohaselt lihtsustatakse ja kiirendatakse kaevandamisalade korrastamisprotsessi. Kuni 15 hektari suuruste mäeeraldiste ja kuni 150 hektari suuruste turbatootmisalade korda tegemisel ei pea enam koostama korrastamisprojekti ning töid saab teha korrastamistingimuste alusel. See vähendab oluliselt ettevõtete halduskoormust.
