Summary
Eelnõu kohaselt tuleb iga riigieelarve programmi kohta eraldi välja tuua tööjõukulud, majandamiskulud, sotsiaaltoetused, investeeringutoetused, muud toetused, finantskulud ja muud kulud, sealhulgas amortisatsioonikulu. Samasugune kulude liigendus kehtestatakse ka põhiseaduslike institutsioonide eelarvetele. Lisaks soovime seaduses sätestada, et toetused keskvalitsuse juriidilistele isikutele ja ka teistele juriidilistele isikutele liigendatakse riigieelarves iga juriidilise isiku kaupa eraldi, mis võimaldab täpselt tuvastada, kui palju ühele või teisele juriidilisele isikule riigieelarvega toetust määratakse. Eelnõu näeb ette tühistada ministri õigus muuta riigieelarvega kindlaks määratud piirmääraga vahendite liigendust riigieelarves ja anda vastav õigus üksnes Vabariigi Valitsusele kui kollektiivsele organile
