Summary
Kohalike omavalitsuste volikogude valimiste põhimõtted ja alused tuleb viia kooskõlla Riigikogu valimiste korraga. Valimisliidud, mis on juriidiliselt seltsingud, ei taga demokraatia toimimiseks vajaliku vastutuse põhimõtte rakendamist. Nimekirjade esitamise õiguse jätmine vaid erakondadele on vajalik poliitilise vastutuse tagamiseks kohalikes võimuorganites.
