The draft amends the Defense League Act (RT I, 03.02.2026, 10; hereinafter KaLS) and the Defense Service Act (RT I, 03.02.2026, 17; hereinafter KVTS) in order to create a clear legal basis for the more flexible inclusion of members of the Defense League who are citizens of a NATO member state (hereinafter: members of the Defense League who are citizens of a NATO member state) in national defense. The changes in KaLS standardize and expand the basis for wearing military uniforms for members of the Defense League the involvement of supporting members in the performance of the tasks stipulated in subsections 2 and 31 of § 4 of the Act. The amendments to the KVTS allow a member of the Defense League who is a citizen of a NATO member state over the age of 18 to voluntarily undertake military service if he has taken the vow of a military serviceman (KVTS § 10), and allows him to be appointed to a wartime position with a military rank in the Defense Forces.

The reasons for the statement briefly describe the events of 1934 and the following years, as a result of which the democratically elected parliament was silenced, the activities of political parties were banned, the press was subjected to censorship, and an authoritarian regime was established. The resolution of the statement condemns the action at that time in suppressing the constitutional order and democracy of Estonia and emphasizes the need to prevent recurrence of similar events and actions in Estonia.

The purpose of the bill is to support the birth rate by reducing economic motives for postponing the birth of subsequent children, as well as better coping and well-being of families with young children. According to the explanatory letter, it is ensured that in the case of consecutive births of children, parents are not left out of the wage growth taking place in the labor market when determining the parental benefit. Section 1 of the bill supplements Section 43(3) of the Family Benefits Act and stipulates that children's successive in the case of births, the parental benefit is increased by the increase in the average salary.

Avaldusega teeb Riigikogu Euroopa Komisjonile ning liikmesriikide parlamentidele ettepaneku algatada heitkogustega kauplemise süsteemi põhjalik reform, sealhulgas kaaluda senisest prognoositavama ja mõõdukama CO₂ hinnastamise mudeli kujundamist ning hinnata ETS 2 süsteemi otstarbekust ja mõju. Eesmärk on tagada, et Euroopa Liidu kliima- ja energiapoliitika toetaks tasakaalustatult nii keskkonnaeesmärkide saavutamist kui ka Euroopa tööstuse konkurentsivõimet, energiajulgeolekut ja inimeste toimetulekut.

The bill provides for the establishment of a Riigikogu investigation committee to investigate the compliance of the criminal proceedings of police chiefs and the activities of the Defense Police Board that preceded it with the principles of the rule of law. The commission is formed based on the principle of equal representation of factions in such a way that each faction appoints one representative. The task of the commission is to find out and assess whether charges against Elmar Vaher, Eerik Heldna and Aivar Alavere submission and its defense through three court levels was fair and in accordance with the principles of the rule of law.

The draft provides for the formation of a Riigikogu investigation committee for the systematic identification and analysis of influence activities of the Russian Federation, the methods of its financing, connection with the Estonian public sector, propaganda projects and the risks associated with them. The explanatory letter states that Russia's influence activities in Estonia are part of a broader strategy that tries to weaken the security and resilience of the Estonian state, targets Russian-speaking Estonia population and social cohesion and spreads narratives that harm the Estonian state and its allies. The formation of the committee is based on the same principle that was agreed upon when forming special committees of the Riigikogu. This means that the representatives of the coalition and the opposition are balanced. As a result, the coalition factions each have 2 seats and the opposition factions 1 seat in the committee.

The statement condemns China's assimilation policy and the Tibetan boarding school system, which aims to eliminate the distinct linguistic, cultural and religious traditions of Tibetans and other minorities such as the Uyghurs, calls for the immediate abolition of the Tibetan boarding school system for children and the practice of family separation, as highlighted by UN experts in February 2023, and further calls on the Chinese authorities to allow to establish Tibetan private schools. The statement calls on countries and the EU Commission Vice-President and High Representative of the Union for Foreign Affairs and Security Policy to demand that the Chinese government issue visas to European diplomats to visit boarding schools across Tibet and allow independent journalists and international observers to enter the region.

Eelnõu eesmärk on tunnistada kehtetuks Eestis elavate kolmandate riikide kodanike ja kodakondsust mitte omavate isikute üldine hääletamisõigus kohalike omavalitsuste valimistel. Praeguse seaduse järgi võivad kohalike omavalitsuste volikogude valimistel osaleda ka välismaalased, kes elavad Eestis pikaajalise elaniku elamisloa või alalise elamisõiguse alusel ja kes on valimispäevaks saanud 16-aastaseks ning kelle püsiv elukoht, mille aadressiandmed on kantud Eesti rahvastikuregistrisse (edaspidi rahvastikuregister), asub vastavas vallas või linnas. Seletuskirjas märgitakse, et Eesti on seni olnud kohalike omavalitsuste volikogude valimiste küsimuses äärmiselt liberaalne ja võimaldanud hääleõigust ka kolmandate riikide kodanikele ning kodakondsuseta isikutele, sõltumata sellest, kas Eesti kodanikud saavad neis riikides hääletada. Venemaa Ukraina vastase agressioonisõja kontekstis on selline olukord Eestile julgeolekuohuks.

Otsuse eelnõu võimaldab alustada Eestis tuumaenergia kasutuselevõtu ettevalmistamist ning selle jaoks sobiva õigusraamistiku loomist. Eelnõu kohaselt langetab Riigikogu põhimõttelise otsuse, kas lubada Eestis tuumaenergiat toota või mitte. Eelnõu põhineb eeskätt tuumaenergia töörühma aastatel 2021–2023 tehtud analüüsil, mille järelduseks on, et tuumaenergia kasutuselevõtt Eestis on teostatav. Eelnõu esitanud Riigikogu liikmed toetavad tuumaenergia kasutuselevõtu ettevalmistamist ning selle jaoks sobiva õigusraamistiku loomist. See hõlmab tuumaenergia ja -ohutuse seaduse eelnõu väljatöötamist ning vajadusel kehtivate õigusaktide muutmist ja täiendamist, tuumaenergia ohutut kasutamist reguleeriva asutuse loomist ning valdkondlike pädevuste arendamist.

Eelnõu mõistab hukka Venemaa tahtliku, süsteemse ja rahvusvahelise õiguse vastase Ukraina laste küüditamine ning nõuab laste vabastamist ja nende turvalise tagasipöördumise tagamist Ukrainasse. Saadikud juhivad eelnõus tähelepanu, et tahtlik ja süsteemne laste küüditamine Ukrainast Venemaale ja Valgevenesse on rahvusvahelise õiguse kohaselt sõjakuritegu ja genotsiid. Nende sõnul on Venemaa ja Valgevene eesmärk hävitada ukraina rahvus ja identiteet, seejuures tappes, haavates, traumeerides ning ümber asustades Ukraina lapsi. Venemaa Föderatsiooni poolt 2014. aastal alustatud agressioonisõja kestel on Ukraina aladelt Venemaale viidud sadu tuhandeid lapsi. Riigikogu nõuab eelnõu kohaselt Venemaalt ja Valgevenelt Ukrainast küüditatud laste vabastamist ja nende Ukrainasse turvalise tagasipöördumise tagamist ning kutsub kõiki riike üles aitama kaasa laste Ukrainasse naasmisele ja tegema selle nimel koostööd. Eelnõu kohaselt avaldab Riigikogu toetust Ukraina presidendi Volodõmõr Zelenskõi väljapakutud 10-punktilisele rahuplaanile, mille osa on Venemaale ja Valgevenesse küüditatute tagasitoomine, ning tunnustab laste tagasitoomisele keskendunud rahvusvahelise koalitsiooni loomist. Samuti tunnustab Riigikogu eelnõus Rahvusvahelise Kriminaalkohtu tegevust karistamatusega võitlemisel, iseäranis mullu märtsis väljastatud vahistamismäärusi Venemaa Föderatsiooni presidendi ja Venemaa laste õiguste voliniku kohta Ukraina laste ebaseadusliku deporteerimise ja ümberasustamise süüdistuses.

Riigikogu avalduses nõutakse Ukraina vastase agressioonikuriteo planeerijate, ettevalmistajate, vallapäästjate ja pidajate isiklikule vastutusele võtmist ning rõhutatakse, et Venemaa Föderatsiooni agressioonisõda Ukraina vastu, kui kõige jõhkram agressiooniakt Euroopas teisest maailmasõjast saadik, nõuab adekvaatset õiguslikku reaktsiooni. Riigikogu avalduses kutsutakse üles tõstatama rahvusvahelise eritribunali loomise küsimus kõigil kahepoolsetel kohtumistel teiste riikide valitsustega, kõigis rahvusvahelistes organisatsioonides, kus Eesti Vabariik on liige, ja kõigil rahvusvahelistel foorumitel, kus Eesti Vabariik osaleb ning tugevdama koostööd Ukraina valitsusega agressioonikuriteo uurimisel ja kurjategijate kohtu alla toomisel.

The principles and bases of local government council elections must be brought into line with the Riigikogu election procedure. Electoral associations, which are legally partnerships, do not guarantee the implementation of the principle of accountability necessary for the functioning of democracy. Leaving the right to submit lists only to political parties is necessary to ensure political responsibility in local authorities.
