Summary
Eelnõu eesmärk on keelustada Eestis nii riigisisene kui piiriülene asendusemadus, määratleda õiguslik raamistik olukordades, kus Eesti kodanikud või elanikud osalevad asendusemaduse protsessis välismaal. Eelnõu ei kriminaliseeri last ega asendusema, vaid keskendub tellija ja vahendaja vastutusele.
