Summary
Eelnõu näeb ette fluoritud kasvuhoonegaase ja osoonikihti kahandavaid aineid sisaldavate toodete, seadmete, süsteemide ja mahutite ning käitlemistoimingute andmete FOKA registrisse kandmise muutmise. Eelnõu kohaselt on vaja tagada kõikide vähemalt viis tonni süsinikdioksiidi ekvivalenti F-gaase sisaldavate ELi vastavates määrustes nimetatud toodete, seadmete või süsteemide registreerimine FOKA registris, et kindlustada asjakohane riigipoolne ülevaade nende kohta. Andmete registris kogumise laiem eesmärk on tagada fluoritud kasvuhoonegaaside ja osoonikihti kahandavate ainete atmosfääri heidetavate koguste vähenemine. Seletuskirjas märgitakse, et muudatused F-gaaside FOKA registris registreerimise valdkonnas on seotud tänase olukorraga, kus mitte kõik F-gaase üle viie tonni süsinikoksiidi ekvivalenti sisaldavad seadmed ei ole FOKA registris registreeritud ning riigil puudub tegelik ülevaade olukorrast.
