Summary
Eelnõuga kehtestatakse uue terviktekstina teadus- ja arendustegevuse ning innovatsiooni korralduse regulatsioon. Kaasajastatakse valdkonna strateegilist juhtimist ja täpsustatakse valitsust ja ministreid nõustavate kogude töökorralduse aluseid. Muudetakse teadus- ja arendustegevuse ning innovatsiooni valdkonna finantseerimise korraldust. Kui seni on kõikidele teadus- ja arendusasutustele tagatud vahendid eelkõige baasfinantseerimisega, siis eelnõuga tagatakse see tegevustoetusega, mis on ette nähtud välishindamise läbinud avalik-õiguslikele ülikoolidele, haridus- ja teadusministeeriumi haldusalas olevatele riigi rakenduskõrgkoolidele ning avalik-õiguslikele teadus- ja arendusasutustele teadus- ja arendustegevuse elluviimiseks. Riigi asutatud teadus- ja arendusasutuste puhul peab vajaliku rahastuse tagama vastav ministeerium. Eraõiguslikud teadus- ja arendusasutused hakkavad saama toetust riigi prioriteetsetes valdkondades, mille tingimused sätestatakse ministri määrusega. Nõuded evalveerimisele jäävad samaks. Uusi ülesandeid saab juurde SA Eesti Teadusagentuur, näiteks seoses teaduseetikakomitee moodustamisega.
