Summary

The purpose of the changes is to update the work organization of the public service and to make the working conditions and salary organization of people working in state institutions more uniform and clear. The bill harmonizes the working conditions of civil servants and contract workers, the requirements for starting work and the principles of wage management. As a result of the changes, management in state institutions becomes easier and more transparent, and salary decisions are better justified. It will also be updated several work organization rules. For example, the regulation of probationary period and overtime compensation will be harmonized with the Employment Contracts Act, and the procedure for development and evaluation interviews will be simplified. Also, the requirements of official ethics will be applied to all employees of public authorities. The changes also affect the management of public authorities: middle managers, such as heads of department, will in future be appointed for five years to support career opportunities and improve management quality. The procedure for notifying officials of layoffs is also specified. About 28,000 people work in the public service, of which about 6,000 are civil servants in state authorities and 3,000 in local governments. During the last five years, the share of public service has remained stable, making up about 2.8% of the Estonian working-age population.
