Summary
Muudatuste eesmärk on ajakohastada avaliku teenistuse töökorraldust ning muuta riigiasutustes töötavate inimeste töötingimused ja palgakorraldus ühtsemaks ja selgemaks. Eelnõuga ühtlustatakse ametnike ja töölepinguliste töötajate töötingimusi, tööle asumise nõudeid ja palgakorralduse põhimõtteid. Muudatuste tulemusena muutub juhtimine riigiasutustes lihtsamaks ja läbipaistvamaks ning palgaotsused paremini põhjendatavaks. Samuti ajakohastatakse mitmeid töökorralduse reegleid. Näiteks ühtlustatakse katseaja ja ületunnitöö hüvitamise regulatsioon töölepingu seadusega ning lihtsustatakse arengu- ja hindamisvestluste korda. Samuti hakatakse kõigile ametiasutuste töötajatele kohaldama ametnikueetika nõudeid. Muudatused puudutavad ka ametiasutuste juhtimist: keskastmejuhid, näiteks osakonnajuhatajad, nimetatakse edaspidi ametisse viieks aastaks, et toetada karjäärivõimalusi ja parandada juhtimiskvaliteeti. Samuti täpsustatakse ametnike koondamise etteteatamise korda. Avalikus teenistuses töötab ligikaudu 28 000 inimest, kellest riigi ametiasutustes umbes 6000 ja kohalikes omavalitsustes 3000 ametnikku. Viimase viie aasta jooksul on avaliku teenistuse osakaal püsinud stabiilsena, moodustades umbes 2,8% Eesti tööealisest elanikkonnast.
