Summary
Eelnõuga muudetakse planeerimis- ja ehitusmenetlused kiiremaks, selgemaks ja läbipaistvamaks. Muudatuste eesmärk on vähendada halduskoormust ning lühendada planeeringute menetlemisele kuluvat aega, säilitades samal ajal kvaliteetse ruumilise planeerimise. Eelnõuga kujundatakse ümber maa- ja ruumiameti senine planeeringute heakskiitmise menetlus ning asendatakse see kooskõlastamise põhimõttel toimiva lahendusega. Samuti täpsustatakse detailplaneeringuga lahendatavaid ülesandeid, nende ulatust ja vajalikkust ning kehtestatakse selgemad tähtajad nii planeeringu algatamiseks kui ka menetluse vaheetappideks. Menetluste läbipaistvuse suurendamiseks hakatakse detailplaneeringu algatamise taotlusi esitama planeeringute andmekogu kaudu. Lisaks sätestatakse põhimõte, et menetluses osalevad asutused peavad esitama oma ettepanekud ja märkused võimalikult varases etapis, et vältida hilisemaid viivitusi. Muudatused on ajendatud senise süsteemi kitsaskohtadest. Praegu kestab detailplaneeringu menetlus keskmiselt 2,2 aastat, kuid praktikas ulatuvad menetlusajad mõnest kuust kuni 18 aastani. Eelnõu eesmärk on muuta menetlused ühtlasemaks, prognoositavamaks ja tõhusamaks nii arendajatele, kohalikele omavalitsustele kui ka riigiasutustele.
