Summary

The amendment merges the Health Fund database (KIRST) (medical bills) and the prescription center (RETS) (prescriptions) with the health information system (TIS) (health documents) and specifies the maintenance of TIS in the Health Services Organization Act (TTKS), the Health Fund Act (TerKS), the Medicines Act (RavS) and related to this amendment in other laws, as well as repealing the provisions regulating KIRST and RETS holding. Aggregation of data sets facilitates the transmission and use of health data. The changes reduce the burden on data providers when submitting data and organize the legal space related to keeping TIS. The changes help to reduce duplication, improve the quality, reliability and availability of health data, support more effective supervision and enable the future simplification of data submission for healthcare service providers (hereinafter referred to as TTO). Also the changes will create prerequisites for implementation of performance-based financing and data-based decision-making in healthcare organization. In the current law, clinical, financing and prescription data related to the provision of healthcare services are grouped into separate databases, the purposes and use of which are essentially intertwined, but legally and organizationally separate. Therefore, the current regulation does not sufficiently support data-driven, efficient and transparent healthcare management and needs to be changed.
