Summary
The purpose of amending the law is to improve road safety for underage drivers when using scooters and similar electric vehicles. The draft is motivated by the fact that a significant number of minors are involved in accidents involving these vehicles. The problem is the access of risk groups, including minors, to vehicles, including the availability of rental and rental vehicles, and the lack of knowledge and skills of road users. Although rental and rental service providers has generally established an age limit of 18 years, there is no control over its compliance. The draft imposes an obligation on rental and rental service providers to verify the identity of the service user and age and having the right to drive. Liability is also provided for the owner or possessor of a light scooter and mini-moped, who allows a person who does not have a driving license or who does not meet the established minimum age limit to drive the vehicle. Secondly, the obligation to have a driving license for 10-15-year-old drivers is extended to driving on all roads. Until now, the requirement for the right to drive a bicycle was valid for the driver of a light vehicle only for driving on the roadway, from now on this requirement also applies when driving on light traffic roads and pavements. The minimum age limit for riders of mini-mopeds is already established in the current law is 14 years, and a requirement for the right to drive a bicycle has been established for 14- and 15-year-old mini-moped drivers. As an innovation, it is stipulated that if a person does not have the right to drive a bicycle, but he has the right to drive a moped in the AM category, then he is allowed to drive a moped as well as a moped with the right to drive. This is not stipulated in the current law, however, it is possible to grant the right to drive a moped to a 14-year-old.
