Summary

The purpose of the bill is to create a person-centered rehabilitation system, where the person's ability to function and the need for help are comprehensively assessed and the necessary help is available in a timely manner. The goal is to simplify a person's journey to help, align the content of the service with the person's actual need for help, and reduce duplication in the healthcare and social system. The changes support the development of the health care system towards the holistic well-being of the person - it is not only important treatment, but also restoration, preservation and improvement of functioning capacity at all stages of life. Current rehabilitation services are fragmented between the social and health systems, and access to services has depended on formal assessments rather than actual need. Services with a similar content are offered in two areas, and their financing and organization takes place on different bases. According to the bill, the rehabilitation service will be integrated more closely than before with the health care system, both in primary health care and in hospitals. Rehabilitation services will be purchased through the Health Fund in coordination with healthcare services. This makes it possible to create target group-based rehabilitation teams, reduce bureaucracy, use specialist resources more effectively and ensure a unified and logical service system for the person.
