Summary
Eelnõuga täpsustatakse ja tõhustatakse keskkonnaseire korraldust, kaasajastatakse sätteid ja viiakse keskkonnaseadustiku keskkonnaseire seadus kooskõlla teiste keskkonnaseadustiku seadustega. Eelnõu keskendub peamiselt seire korraldusele. Eelnõu sätestab vastutavate täitjate kohustused, seirejaamade ja -alade rajamise ning seire käigus saadud andmete töötlemise ja hoidmise korra. Eelnõus sätestatakse ka riikliku keskkonnaseire programmi koostamise ja selle allprogrammide teostamise korra üldpõhimõtted ning täpsustatakse seires osalejate ülesandeid, lähtudes vajadusest suurendada vastutust andmete eest, säilitada kogutud andmed ja tagada nende õigsus, hooldada seirejaamu ja -alasid ning kaasata teadlasi ja eksperte ulatuslikumaks ja põhjalikumaks seiretulemuste analüüsimiseks ning prognooside koostamiseks, sh ka keskkonnaseisundile hinnangu andmiseks. Riiklikku keskkonnaseiret korraldab ja koordineerib Keskkonnaministeerium. Eelnõus täpsustatakse ka keskkonnaseisundist ja selle muutustest avalikkuse kiire teavitamise korda.
