Summary
Eelnõuga tehakse seaduses täiendusi ja täpsustusi, mis on vajalikud eelkõige kalapüügi- ja vesiviljelussektori tootjaorganisatsioonide ning Euroopa Merendus- ja Kalandusfondi (edaspidi EMKF) toetuste ja kalamajandusliku riigiabi andmise paremaks korraldamiseks. Muudatuste tegemise on tinginud Euroopa Komisjoni antud uued õigusaktid, mida kalandusturu korraldamise seaduse vastuvõtmise ajal veel ei olnud, ning praktikas tõstatatud küsimuste lahendamine. Eelnõuga täpsustatakse tootjaorganisatsioonide tunnustamise tingimusi, viies seadusesse sisse sätte, mille kohaselt tunnustatakse tootjaorganisatsioone majanduslikult oluliste liikide osas. Tootmis- ja turustuskavade toetuse (üks EMKF-i toetustest) andmise otsustamine läheb Põllumajanduse Registrite ja Informatsiooni Ameti (edaspidi PRIA) pädevusse. Täpsustatakse kohaliku arengu strateegia rakendamisega seotud küsimusi.
