Summary

The draft makes the obligation to add a bio component to fossil fuel more flexible from 2020 and increases the transparency and efficiency of the trading of bio component and renewable electricity statistics. From 2020, the obligation to add biofuel to every liter will be replaced by a half-yearly obligation. According to the bill, the supplier himself decides how to fulfill the biofuel obligation most efficiently on a semi-annual basis. As another amendment an electronic database for trading statistics will be introduced, with which suppliers have a transparent opportunity to sell statistics exceeding the minimum share of the obligation to add biofuel to a supplier who has a need according to the statistics.
