Summary
1999. aastal loodi valitsuste vahelise lepinguga kolme Balti riigi integreeritud õhuseirevõrk BALTNET eesmärgiga korraldada teabevahetust Eesti, Leedu ja Läti riigisiseste õhuseiresüsteemide vahel, võimaldada Balti regiooni ühtse õhuseirepildi tootmist ning vahetada seda liitlastega. NATO õhukaitsesüsteemi osana on BALTNET-i ülesanne lisaks õhuseirele ka lennujuhtimine ja õhuturbeoperatsioonide taktikaline juhtimine. BALTNET-i õhuseiresüsteem koosnes ühisest juhtimis- ja teavituskeskusest Leedus ja riiklikest keskustest Eestis, Lätis ja Leedus. Tänaseks jõutud nii kaugele, et sõlmiti uus kokkulepe, millega alustakse Balti õhuseirevõrgu ja juhtimissüsteemide rakendamist õhuruumi puutumatuse tagamiseks läbi riiklike CRCde ehk Control and Reporting Centre ehk juhtimis- ja teavituskeskuste, mis suudavad üksteist vajadusel asendada. Uue kokkuleppe sõlmimise tulemusena suletakse mitmerahvuseline CRC Leedus Karmėlavas, riiklikele üksustele omistatakse CRC staatus ning muudatuse mõjul väheneb kolme Balti riigi halduskoormus senise lisaüksuse pidamiseks. Ühtlasi võimaldab see alustada riiklike CRCde ettevalmistamist kriisi- ja konfliktiolukordadeks ning muuta Balti õhuseirevõrgu ja juhtimissüsteemi paigutus võimekamaks. Kokkulepe tuleb Riigikogus ratifitseerida ka seetõttu, et selle jõustumisega kaotab kehtivuse Riigikogus 24. oktoobril 2007 ratifitseeritud Eesti, Läti ja Leedu valitsusevaheline Balti õhuseirevõrgu ja juhtimissüsteemi arendamise kokkulepe.
