Summary
Eelnõu muudab kohalikele omavalitsustele ja eraüldhariduskoolidele eraldatava hariduskulude toetuse struktuuri. Riikliku haridustoetuse prioriteediks seatakse õpetajate töötasu kasv. Hariduskulude toetuse investeeringuteks ettenähtud vahendid, mis on ligi 2,6 miljonit eurot, suunatakse õpetajate palgakasvu. Riigieelarvest eraldatud õpetajate tööjõukulude toetust on sellest tulenevalt võimalik tõsta 1,4 protsenti. Koolipidaja saab tööjõukulu toetust ka edaspidi kasutada üksnes õpetajate töö tasustamiseks. Eelnõu motiveerib kohalike omavalitsuste volikogu korraldama koolivõrku ümber vastavalt demograafilistele muutustele. See võimaldab maksimaalselt kasutada tõukefondide vahendeid, mis on suunatud koolide rekonstrueerimisele, õpetajate ja koolijuhtide täiendõppeks ning digitaalse õppevara senisest suuremas mahus kasutamiseks. Selgitustes märgitakse et vajalike investeeringute tegemiseks koolivõrgu arendamise nimel on aastatel 2015–2020 kavandatud kasutada EL struktuuritoetuse vahendeid ligikaudu 241 miljonit euro ulatuses. See suunatakse koolivõrgu korrastamise suuremahulisematele investeeringutele.
