Summary
Eelnõuga täpsustatakse kiirgusseaduse sätteid, et need vastaksid Euratom direktiivi ja Rahvusvahelise Aatomienergia Agentuuri auditi ettepanekutele. Olulisema muudatusena tekib kiirgustegevusloa omajale kohustus esitada Keskkonnaametile analüüs sündmustest, mille käigus on inimene saanud lubatust suurema kiirgusdoosi. Praegu peab ametit teavitama üksnes sellise juhtumi toimumisest. Seadusesse lisatakse Euroopa Majanduspiirkonna lepinguriigis väljastatud kiirgustegevusloa tunnustamise kord. Praegu on Keskkonnaamet välismaiste ettevõtete tunnustamisel lähtunud kokkulepetest teenuste vaba liikumise kohta ja majandustegevuse seadustikust, kuid Keskkonnainspektsioonil puudub praegu võimalus nende ettevõtete kiirgustegevust kontrollida. Tunnustused väljastatakse kirja teel dokumendihaldussüsteemi kaudu. Euroopa Liidu Nõukogu direktiivi Euratom, millega kehtestatakse põhilised ohutusnormid kaitseks ioniseeriva kiirgusega kiiritamisest tulenevate ohtude eest, ülevõtmise aeg oli 6. veebruar 2018. Direktiivi artiklite ja ülevõetud sätete analüüsimisel ilmnes vajadus seadust täpsustada, et vältida erinevaid tõlgendamise võimalusi.
