Summary
Eelnõuga viiakse jäätmeseadus kooskõlla Euroopa Liidu õigusega. Eelnõuga täiendatakse seadust tulenevalt ELi vastavast direktiivist elektri- ja elektroonikaseadmetest tekkinud jäätmete (elektroonikaromude) kohta. Direktiivi alusel täiendatakse jäätmeseadust terminiga „elektroonikaromu“ ning täpsustatakse termineid „meditsiiniseade“ ning „in vitro diagnostikameditsiiniseade“. Eelnõuga täiendatakse jäätmeseaduse sätteid teatavate ohtlike ainete kasutamise piiramise kohta elektri- ja elektroonikaseadmetes. Samuti nende turule laskmist käsitlevaid sätteid, mis on seotud seadmetes kasutatavate ohtlike ainetega. Euroopa Majanduspiirkonnas on keelatud turule lasta elektri- ja elektroonikaseadmeid ja nende osi, mis sisaldavad pliid, elavhõbedat, kuuevalentset kroomi, kaadmiumi ning alates 22. juulist 2019 ka teatud ftalaate. Eelnõuga täpsustatakse elektri-ja elektroonikaseadmete osade määratlust, mis hõlmab ka kaableid ja seadmete remondiks, korduskasutuseks, funktsioonide ajakohastamiseks või võimsuse suurendamiseks mõeldud varuosasid.
