Summary
Eelnõu muudatustega võimaldatakse tarnijatel täita 2020. aasta igakuist kütuse elutsükli jooksul tekkivate kasvuhoonegaaside heitkoguste vähendamise kohustust paindlikult – poolaasta kaupa. Samuti täiendatakse atmosfääriõhu kaitse seadust selliselt, et pärast 2020. aastat tuleb tarnijal eelnimetatud kohustuse täitmist jätkata aastapõhiselt. Lisaks muudetakse tarnija mõistet, et muuta raporteerimiskohuslaseks ka ettevõtted, kes teevad kättesaadavaks transpordis kasutatavat elektrienergiat, gaaskütuseid ja vesinikku. Edaspidi peetakse tarnijaks isikut, kellel on majandustegevuse registrisse kantud märge kütuse tarbimisse lubamiseks või kütuse maksuladustamise lõpetamiseks, kütuse impordi tegevusluba omavat isikut ning juriidilisi isikuid, kes teevad kättesaadavaks maanteesõidukites ja väljaspool teid kasutatavates liikurmasinates, siseveelaevades, põllu- ja metsamajandustraktorites ning väike-laevades, kui need ei ole merel, kasutatavat elektrienergiat, gaaskütust või vesinikku. Peale selle antakse kütuseseire andmekogu parema toimimise eesmärgil Keskkonnaministeeriumi vastutava töötleja ülesanded Keskkonnaagentuurile, kes on andmete töötleja ja koguja ning täpsustatakse andmekogusse kantavate andmete nimistut. Alkoholi-, tubaka-, kütuse- ja elektriaktsiisi seadust muudetakse, et tagada õigusselgus põlev-kivikütteõli definitsiooni tõlgendamisel. Lisaks täiendatakse seadust uue kombineeritud nomenklatuuri koodiga, mida edaspidi hakatakse kasutama Eesti õlitööstuse peamiste õlitoodete määramisel. Nimetatud muudatus on tingitud uue aromaatsete ühendite määramise laboratoorse meetodi kasutuselevõtust.
