Summary
Eelnõuga moodustatakse Põllumajandusameti ning Veterinaar- ja Toiduameti põhjal Põllumajandus- ja Toiduamet, mis alustab tööd 1. jaanuaril 2021. Muudatused vastavad valitsuse tegevusprogrammi alusel heakskiidetud riigireformi tegevuskavale 2019-2023. Ametite ühendamise järel jääb moodustatav Põllumajandus- ja Toiduamet täitma kõiki seniseid kahe ameti põhifunktsioone, mis eeldab muu hulgas vajadust säilitada praegune töötajaskond. Kahe ameti ümberkorraldamisega suureneb riskipõhise kontrolli suutlikkus, paraneb info haldamine kogu toidutootmiseahelas ning tõuseb ennetus- ja teavitustöö kvaliteet õigusrikkumiste vähendamiseks. Klientide suunal toimuv kommunikatsioon on terviklikum ja väheneb halduskoormus klientidele. Seaduse jõustumise ajaks viiakse lõpule asutuste ühinemisega kaasnevad toimingud, sealhulgas loodava ameti põhimääruse, struktuuri ja teenistujate koosseisu väljatöötamine ning sellega kaasnevad personalitoimingud; ühendamisega seotud võimalike kulude kavandamine ja uue asutuse eelarve koostamine ning muudetavate seaduste alusel õigusaktides vajalike muudatuste tegemine.
