Summary
Eelnõu ühtlustab unikaalaadressi määramise aluseid, lihtsustab suhtlemist aadressobjekti omanikuga ja tagab riigi infosüsteemide parema koostoimimise. Maa-ametile antakse õigus määrata unikaalaadressiga alad. Kehtiva korra alusel on unikaalaadressi nõudega aladeks üldplaneeringuga määratud tiheasustusega või kompaktse hoonestusega alad. Kuna õigusaktides ei ole viidatud alad defineeritud, määravad kohalikud omavalitsused neid planeeringutega väga erinevalt. Sellega kaasneb probleem, et hooned on võivad olla raskesti leitavad. Ühtsetel alustel määratavad unikaalaadressi nõudega alad tagavad riigis ühetaolise aadressikorralduse ega lisa seejuures täiendavaid kohustusi või piiranguid ehitus- ega muule tegevusele. Lisaks lihtsustakse suhtlemist aadressiobjekti omanikuga ning lisatakse võimalus teavitada aadressi muudatustest e-kirja teel ja kortermaja korral korterühistu kaudu. Korteriomandi- ja korteriühistuseaduse muudatustega tagatakse riigi infosüsteemide, eelkõige kinnistusraamatu ja aadressiandmete infosüsteemi parem koostoimimine. Kui kinnistustraamatus moodustatakse korteriomand, saab iga korteriomandina kinnistatav korter ka aadressiandmete süsteemis vaste aadressiobjektina.
