Summary

The bill obliges the state to improve energy efficiency in such a way that regardless of the level of economic growth, the goal must be to reduce energy consumption. The bill takes over the new obligations arising from the corresponding EU directive, which help to achieve the EU's long-term goals in reducing energy use. The directive envisages moving towards an energy union in which energy efficiency is considered as an energy source in its own right. With the bill the fixation of the achievement of national energy efficiency at the government level is specified, together with the policy measures supporting it, and the distribution plan for the energy efficiency obligation. The measurement of the consumption of heating, cooling and domestic hot water by the end user of buildings and the submission of related invoices are regulated. The energy supplier must install a general meter, but the installation of apartment-specific end-user meters in apartment buildings is necessary if it is cost-effective and technically feasible. From October 25, 2020, extensive comparative information must be provided to the end user when submitting invoices with the aim of enabling the consumer to change their behavior.
