Summary

The bill specifies the content of the activity report to be prepared for the beekeeping year regarding the implementation of the support for the beekeeping sector, as well as the basic documents for the eligible costs necessary to receive the support for the beekeeping sector. It is stipulated that the activity report drawn up for the beekeeping year must include the results of the beekeeping program in addition to the description of the activities. This will make the implementation of the beekeeping program more effective, because from 2018 the European Commission will submit a report based on the performance indicators of the beekeeping year. According to the bill, the eligible costs of the beekeeping program are reimbursed through the PRIA e-service environment on the basis of the payment request and cost documents submitted electronically to the PRIA. Compared to the current procedure, compensation is no longer based on an activity report approved by the evaluation committee. The purpose of the activity report is to evaluate the qualitative implementation of the program and is not necessary for the implemented activities for eligibility assessment. For this, a payment request and documents proving the incurred expenses are sufficient. In addition, the law will be brought into line with European Union law by supplementing the list of measures of the Rural Development Plan with two measures, support for the restoration of agricultural potential and support for agricultural insurance, in which applications no longer need to be assessed, which allows application rounds to be kept open all year round.
