Summary
Eelnõuga täpsustatakse mesindussektori toetuse rakendamise osas mesindusaasta kohta koostatava tegevusaruande sisu ning mesindussektori toetuse saamiseks vajalikke abikõlblike kulude alusdokumente. Nähakse ette, et mesindusaasta kohta koostatud tegevusaruanne peab lisaks tegevuste kirjeldusele sisaldama mesindusprogrammi tulemusi. Sellega muudetakse mesindusprogrammi rakendamine tõhusamaks, sest alates 2018. aastast tuleb Euroopa Komisjonile esitada mesindusaasta tulemusnäitajatel põhinev aruanne. Eelnõu kohaselt hüvitatakse mesindusprogrammi täitmise abikõlblikud kulud PRIA e-teenuse keskkonna kaudu PRIA-le elektrooniliselt esitatud maksetaotluse ja kuludokumentide alusel. Võrreldes kehtiva korraga ei ole enam hüvitamise aluseks hindamiskomisjoni heakskiidetud tegevusaruanne. Tegevusaruande eesmärk on hinnata programmi kvalitatiivset rakendamist ega ole vajalik elluviidud tegevuste abikõlblikkuse hindamiseks. Selleks piisab maksetaotlusest ja tehtud kulusid tõendavatest dokumentidest. Lisaks viiakse seadus kooskõlla Euroopa Liidu õigusega täiendades Maaelu Arengukava meetmete loetelu kahe meetmega, põllumajanduspotentsiaali taastamise toetus ning põllumajanduskindlustustoetus, mille puhul ei pea enam taotlusi hindama, mis võimaldab hoida taotlusvoorud aasta ringi avatuna.
