Summary

The purpose of the bill is to organize the rights related to the intelligence activities of the Defense Forces. For example, according to the draft, the Defense Force is given the right to carry out certain information gathering operations outside the country of Estonia. Until now, the Defense Forces had such a right only in the area of international military operations. The bill also expands the rights of the Defense Forces to act in situations where gathering information requires concealing one's identity. For this purpose, the shadow person regulation is provided, according to which the serviceman's connection to the Defense Forces is hidden. Civilian control over the intelligence activities of the Defense Forces is ensured by official supervision in the Ministry of Defense and internal control measures in the Defense Forces. Also, the Riigikogu Security Institutions Supervision Committee has the right to receive information about the intelligence activities of the Defense Forces, to summon persons, to request documents for examination and, in case of doubt, to contact the investigative body or the Chancellor of Justice.
