Summary
Eelnõu eesmärk on korrastada Kaitseväe luuretegevusega seotud õigusi. Näiteks antakse eelnõu kohaselt Kaitseväele õigus teha teatud infokogumise toiminguid väljaspool Eesti riiki. Seni oli Kaitseväel selline õigus ainult rahvusvahelise sõjalise operatsiooni piirkonnas. Samuti laiendab eelnõu Kaitseväe õigusi tegutseda olukorras, kus info kogumine eeldab oma isiku varjamist. Selleks on ette nähtud variisiku regulatsioon, mille järgi kaitseväelase seos Kaitseväega on varjatud. Tsiviilkontroll Kaitseväe luure tegevuse üle on tagatud teenistusliku järelevalvega Kaitseministeeriumis ja sisekontrolli meetmetega Kaitseväes. Samuti on Riigikogu julgeolekuasutuste järelevalve komisjonil õigus saada infot Kaitseväe luuretegevuse kohta, kutsuda välja isikuid, nõuda dokumente tutvumiseks ning pöörduda kahtluse korral uurimisasutuse või õiguskantsleri poole.
