Summary
Eelnõu näeb ette muuta ajutiselt avaliku teenistuse seadust seoses Eesti Euroopa Liidu Nõukogu eesistujariigi ülesande täitmisega 2018. aasta esimesel poolaastal. Seaduses nähakse ette erisused ametnikele, kes täidavad Eesti eesistumisega seotud teenistusülesandeid. ELi eesistumise eelselt ja ELi eesistumise ajaks luuakse personali paindlikumaks värbamiseks erisus, mille kohaselt võib ametniku määratud ajaks teenistusse nimetada ilma konkursita. Intensiivse tööperioodi ja suurenenud töökoormuse kompenseerimiseks ning ametnike motiveerimiseks nähakse ette kuni 10-kalendripäevase lisapuhkuse andmise võimalus ja võimalus maksta kehtivast korrast suuremat lisatasu. Kõik seadusesse viidavad erisused puudutavad vaid neid ametnikke, kes täidavad Eesti Euroopa Liidu Nõukogu eesistumisega seotud teenistusülesandeid.
