Summary

The bill amends the Foreign Service Act in connection with the fulfillment of Estonia's task of the Presidency of the Council of the European Union in the first half of 2018. The purpose of the changes is to simplify the personnel appointments related to the EU presidency and to reduce the related workload, to enable the smooth and operative deployment of employees to positions related to the EU presidency, and to make the current regulation clearer. Current law does not currently allow the EU Flexibility related to the chairmanship of the Council and operational processing of documents related to assignments in conditions of increased workload. The bill will also enable the State Chancellery to send professional diplomats on the basis of the Foreign Service Act.
