Summary
Eelnõu muudab välisteenistuse seadust seoses Eesti Euroopa Liidu Nõukogu eesistujariigi ülesande täitmisega 2018. aasta esimesel poolaastal. Muudatuste eesmärk on lihtsustada ELi eesistumisega seotud personalimääramisi ning vähendada sellega seotud töökoormust, võimaldada teenistujate sujuvat ning operatiivset lähetamist ELi eesistumisega seotud ametikohtadele ja muuta kehtivat regulatsiooni selgemaks. Kehtiv seadus ei võimalda praegu ELi Nõukogu eesistumisega seotud paindlikkust ja suurenenud koormuse tingimustes operatiivset lähetustega seotud dokumentide menetlemist. Eelnõuga võimaldatakse edaspidi ka Riigikantseleil lähetada erialadiplomaate välisteenistuse seaduse alusel. Muudatus on seotud EL eesistumise ülesannete täitmisega, mille tõttu suureneb Riigikantseleist lähetatavate ametnike hulk. Eelnõuga luuakse võimalus võtta erialadiplomaate välisteenistusse ka siis, kui nad võõrkeeltest oskavad ainult inglise keelt. Seni on nõutav kahe võõrkeele oskus, millest üks on inglise või prantsuse keel. Erialadiplomaat on oma valdkonna spetsialist, kelle puhul on kõige olulisemad tema erialased teadmised. Muudatus on vajalik, sest kahe võõrkeele oskuse nõue on takistuseks pädeva spetsialisti lähetamisel erialadiplomaadina.
