Summary
Eelnõuga viiakse Euroopa Liidu ühise põllumajanduspoliitika rakendamise seadus kooskõlla ELi täpsustatud nõuete ja ühise põllumajanduspoliitika uue rahastamisperioodi 2014-2020 käivitamiseks tehtud muudatustega. Samuti lisatakse seadusesse sätted seoses maaelu arengukava toetuste eest tehtavate tegevuste muutmistega, piimatootmiskvoodi rakendamise lõppemise ja põlluraamatuga. Eelnõu lihtsustab Eesti maaelu arengukava 2014-2020 toetuste eest tehtavate tegevuste muutmist dokumentides ja sätestab, millistel juhtudel võib toetust kaotamata tegevusi muuta. Juhul kui põllumajandustootja pole piimatootmiskvoodi ületamise tasu tähtpäevaks ära maksnud, antakse PRIAle õigus see tasaarveldada põllumajandustootjale makstavate toetustega. Põllumajandusega tegelevad isikud peavad põlluraamatusse kandma lisaks veeseaduses nõutud andmetele ka toetuse saamise tingimustes märgitud andmed. Näiteks andmed mullaproovide võtmise ja nende analüüsi tulemuste, taimekahjustajate seire, kasvatatavate põllumajanduskultuuride sortide ja muu kohta. Tegemist on teabega, mida enamikel juhtudel juba põlluraamatusse kantakse. Muudatus on vajalik, et tagada Eesti maaelu arengukava 2014-2020 raames antavate keskkonnatoetuste, samuti mahepõllumajanduse toetuse saamise nõuete tõhusam kontroll. Teiseks lugemiseks täiendati eelnõu sätetega, millega koolipiimatoetus ning koolipuuvilja ja -köögiviljatoetus asendatakse koolikava toetusega tulenevalt Euroopa Liidu asjaomastest õigusaktidest.
