Summary
Seadust muudetakse, et tagasipöördumistunnistust ja Eestisse tagasipöördumise loa taotlejat oleks võimalik tuvastada videosilla kaudu. Juhul kui inimene on välismaal kaotanud oma reisidokumendi, see on aegunud, varastatud, hävinud või muutunud kasutuskõlbmatuks, on Eesti kodanikul ja määratlemata kodakondsusega isikul oluliselt lihtsam saada ajutist reisidokumenti. Praegu peab abivajaja tulema kohale Eesti välisesindusse või aukonsulaati. Seaduse muudatusega muutub Eesti konsulaarteenus kättesaadavamaks, mugavamaks ja e-riigile kohaseks. Isiku videokõne vahendusel tuvastamine on Eestis praeguseks juba levinud praktika. Seda pakuvad notarid alates jaanuarist 2020, mil käivitus kaugtõestamise teenus. Seletuskirjas märgitakse, et alates Ühendkuningriigi lahkumisest Euroopa Liidust 2020. aasta jaanuaris kahanes Euroopa Liidu konsulaarvõrgustik kogu maailmas. 24 riiki ei jäänud kohapeale ühegi Euroopa Liidu riigi, sealhulgas Eesti välisesindust. See tähendab, et nendes 24 riigis on konsulaarabi andmine äärmiselt raskendatud, kuna kohapeal pole ühtki konsulaarametnikku, kes reisidokumentidega hätta sattunud inimest aitaks. ELi tasandil ei ole siiani hakatud aktiivselt otsima ühist lahendust, kuidas neis riikides abi osutada. Seetõttu on oluline, et Eesti töötaks välja oma lahendusskeemi.
