Summary
Eelnõu eesmärgiks on lairibateenuse kättesaadavuse parandamine läbi lairibavõrgu kasutuselevõtu kulude vähendamise. Lairibaühenduste viimiseks kodude, ettevõtete ja asutusteni, tuleb võtta ühiskasutusse olemasolevad taristud. Taristute ühiskasutus on meede, mis võimaldab vähendada lairibavõrgule tehtavaid kulutusi. Piirkondades, kus hetkel lairibavõrgu teenus puudub, on peamisteks kasutuskõlblikuks taristuks elektripostid. Eelnõu on suunatud eelkõige füüsilise taristu (elektritaristu) omanike kasutuses olevate elektripostide kasutamisele, et nende külge paigaldada sidevõrgu elemente. Kehtiv elektrituruseadus ei sätesta jaotusvõrgutaristu kasutusse andmise kohustust.
