Lepinguga luuakse soodsamad tingimused riikidevahelisteks investeeringuteks ning inimeste, kaupade ja teenuste vabaks liikumiseks. Topeltmaksustamise vältimise lepingute eesmärk on soodustada investeeringuid, näiteks piirab leping riigi õigusi maksustada teise lepingupoole residentide tulu.
