Summary
Eelnõuga luuakse õiguslik alus mootorsõiduki ja haagise erisüsteemi kontrollimiseks. Arvestades tehnoloogia kiiret arengut ja võimalikku vajadust paindlikult reageerida uute tehnoloogiate kasutuselevõtmisele, kehtestab eelnõu üldise raamistiku erisüsteemide kontrollimisele ning kontrollimisega tegelevatele asutustele. Eelkõige puudutab see praegu maagaasiga sõitvate sõidukite kütusepaake. Uuenduse eesmärk on tagas kütusena surumaagaasi ja veeldatud maagaasi tarbivate sõidukite ohutus. Kava kohaselt peavad maagaasi tarbivad sõidukid hakkama alates 2021. aastast läbima kohustuslikus korras regulaarset kontrolli, kus kontrollitakse nende sõidukite kütusepaakide nõuetele vastavust. Üldiselt tagatakse sõidukite ohutus läbi korralise tehnoülevaatuse, mida täiendab liiklusjärelevalve käigus tehtav tehnonõuetele vastavuse kontroll, kuid maagaasi tarvitatavate sõidukite kütusepaagid on enamasti kaetud või asetsevad sõiduki katusel, mis tähendab, et tehnoülevaatusel ei saa nende seisukorda piisavalt hinnata. Samuti nõuab kontrollimine erialaste teadmiste omamist, näiteks kompetentsus hinnata kütusepaagi mikrovigastusi vmt, mida ei ole otstarbekas eeldada kõikidelt tehnoülevaatajatelt.
