Summary
Muudatustega sätestatakse riigisisesed rakendusnormid Euroopa Liidu õiguse sujuvamaks ülevõtmiseks kahes valdkonnas, milleks on liiduvälistest riikidest, eelkõige e-poodidest tellitud väikese väärtusega posti- ja kullersaadetiste tollivormistuseeskirjad ning sularaha sisse- ja väljaveo kontrollieeskirjad. 1.juulil 2021 hakkavad kõik ELi liikmesriigid maksustama väikese väärtusega saadetisi ühte moodi ning kaob kuni 22 eurot maksva saadetise käibemaksumaksuvabastus. Nende saadetiste maksustamine võib kaasa tuua esitatavate tollideklaratsioonide hulga mitmekordistumise. Selleks, et tagada saadetiste kiire liikumine tellijani ning vältida posti- ja kullersaadetiste veoga tegelevate ettevõtjate vajadust suuremahuliseks saadetiste ladustamiseks, millega paratamatult kaasneks tellijale lisakulu, luuakse isikutele võimalus esitada tollideklaratsioon juba enne saadetise Eestisse saabumist. Sularaha kontrolliga seoses jäetakse kehtivast tolliseadusest välja sätted, mis reguleerivad Eestisse toodava või siit välja viidava üle 10 000 euro sularaha deklareerimise korda. 2021. aasta suvel jõustub uus EL-i sularaha kontrolli määrus, mis sätestab kirjaliku deklareerimise nõude ELi tasandil, seega riigisisesed vastavad sätted ei saa paralleelselt kehtima jääda. Lisaks pikendatakse võrreldes kehtiva normiga, milleks on 48 tundi, sularaha tolli poolt kinni pidamise õigust kolme tööpäevani. Liidu õigus annab liikmesriikidele võimaluse sätestada kinnipidamise ajaks kuni 30 päeva.
