Summary
Eelnõuga muudetakse Kaitseliidu keskorganite toimimine paindlikumaks ning luuakse võimalus operatiivsemalt reageerida kõrgendatud kaitsevalmiduse, sõjaseisukorra, erakorralise seisukorra, eriolukorra, mobilisatsiooni ning demobilisatsiooni vajadustele. Relvade käitlemise lubamise pädevus antakse struktuuriüksuse juhile, kes sisuliselt vastutab relvade käitlemisega seotud ülesannete eest. Samuti lubatakse muudatusega jahitulirelvade kasutamine Kaitseliidu ülesannete täitmisel. Laiendatakse isikute hulka, kes saavad lisapuhkust seoses noortetöö läbiviimisega Kaitseliidus. Kaitseliidu tegevliikmete tervisekontrolli lihtsustatakse ning kandideerimisel arvestatakse vähemalt autojuhilubade jaoks tervisetõendit. Eelnõuga laiendatakse valves osaleva isiku pädevust ulatuses, mis võimaldaks tal alaliselt valvataval objektil iseseisvalt valvet teostada. Eelnõuga muudetakse Kaitseliidu relvade käitlemist, mille raames antakse volitus Kaitseliidu ülema poolt volitatud isikul anda tegevliikmele isikliku tulirelva soetamise luba. Suurendatakse Kaitseliidu tegevliikme relvaga hoitava laskemoona kogust. Kaitseliidu valvuril lubatakse teenistuskohustuste täitmisel kasutada elektrišokirelva. Kaitseliidu vara valitsemisega seotud regulatsioon koondatakse Kaitseliidu seadusesse. Kaitseliidule antakse seadusest tulenev alus kasutada väikest riigivappi Kaitseliidu embleemil ning kujundus- või turvaelemendina dokumentidel ja trükistel.
