Summary
Eelnõu sätestab Maaeluministeeriumi haldusalasse ületoodud regionaalprogrammide alusel kohaliku elu edendamiseks toetuste andmise õiguslikud alused. Samuti ajakohastatakse ja täpsustatakse riigiabi, vähese tähtsusega abi ja muu toetuse andmisega seonduvat. Regionaalprogrammide rakendamise ja riigiabi andmisega seotud muudatused puudutavad eelkõige rakendavate asutuste tegevust, see tähendab abi andjaid. Eelnõuga muudetakse ka tuulekaera tõrjeabinõude õiguslikke aluseid. Tuulekaer on kujunenud Eestis raskesti tõrjutavaks umbrohuks, mis see võib levida kiiresti ning põhjustada olulist majanduslikku kahju tarbeviljapõldudel. Tuulekaera tõrjumine on tõhus, kui tõrjet tehakse kompleksselt kogu põllumajandussektoris. Kehtiv kord ei aita piisavalt kiiresti tuulekaera levikut piirata ning selle levik Eestis ei ole vähenenud. Raskesti tõrjutava umbrohu leviku efektiivsemaks tõkestamiseks kaotatakse põllumeeste bürokraatlikud kohustused teavitada tuulekaerast Põllumajandusametit ja koostada tuulekaera tõrjekava. Selle asemel saab ohtlikku umbrohtu asuda tõrjuma kohe kui see põllule ilmub. Tuulekaera tõrjumisega seotud muudatused jõustuvad alates 1. aprillist 2017.
