Summary
Eelnõuga luuakse alus noorte huvihariduse ja huvitegevuse täiendava riigipoolse toetussüsteemi rakendamiseks. Riikliku lisatoetuse eesmärk on teha huviharidus ja huvitegevus 7-19-aastastele noortele paremini kättesaadavaks ning pakkuda mitmekesisemaid osalusvõimalusi. Huviharidus ja huvitegevus peavad olema noortele kättesaadavad vähemalt kolmes valdkonnas: kultuur, sport ning loodus- ja täppisteadused ning tehnoloogia. Eelnõu kohaselt võetakse valdadele ja linnadele eraldatava lisaraha suuruse arvestamisel aluseks erinevad komponendid nagu noorte arv, puudega noorte arv, toimetulekuraskustega peredes elavate noorte arvu vanuses 7-19, kohaliku omavalitsuse üksuse finantsvõimekus ning huvihariduse ja huvitegevuse piirkondlik kättesaadavus. Kohalikele omavalitsustele eraldatav toetus moodustab eelnõu kohaselt 95 protsenti kogu riiklikust huvihariduse ja huvitegevuse lisarahast. Ülejäänu on mõeldud omavalitsuste koostöö edendamiseks, nõustamiseks ja seireks, samuti huvialavaldkondade esindusühingutele huvialade kvaliteedi parandamiseks. Riik hakkab huviharidust ja huvitegevust täiendavalt toetama järgmise aasta septembrist. Riigi eelarvestrateegias 2017-2020 on selleks ette nähtud 2017. aastal 6 miljonit eurot ja alates 2018. aastast 15 miljonit eurot aastas.
