Summary
Eelnõuga luuakse uus andmestik põllumajanduslike tegevustega seotud andmete töötlemiseks, milleks saab olema põllumajandusandmete varamu. Põllumajandusandmete varamu on pilootprojektina kavandatud osa põllumajandustoetuste ja põllumassiivide registrist, mille vastutav töötleja on Põllumajanduse Registrite ja Informatsiooni Amet (PRIA). Põllumajandusandmete varamusse esitatakse andmed põllumajandusliku tegevuse kohta, mille esitamise kohustus kaasneb Euroopa Liidu ühise põllumajanduspoliitika (ÜPP) abinõus osalemisega. Samuti kantakse põllumajandusandmete varamusse vabatahtlikult esitatud andmed põllumajandusliku tegevuse kohta. Põllumajandusandmete varamu pidamiseks õigusliku aluse loomine seaduses on muu hulgas aluseks PRIA e-teenuse keskkonnas elektroonilise põlluraamatu (e-põlluraamat) teenuse pakkumiseks ja sellest andmete põllumajandusandmete varamusse jõudmiseks. See on vajalik põllumajanduspoliitika kujundamiseks, sh uute toetusmeetmete kavandamiseks, kestliku põllumajanduse soodustamiseks, riiklikuks statistikaks ja teadustööks. Lisaks uue andmestiku loomisele antakse valdkonna eest vastutavale ministrile õigus kehtestada määrusega toetuse vähendamise täpsemad tingimused ja kord. Kuna praeguse programmiperioodi puhul on Euroopa Liidu õigus toetuse vähendamisega seotu puhul väga üldine, võib tekkida vajadus luua ÜPP abinõude üleselt toetuse vähendamise ühtsed alused. Juhtivkomisjoniks määrati maaelukomisjon.
