Summary
Eelnõuga tagatakse keskne varu moodustamise ja hoiustamise valmisolek elanikkonna varustuskindluse tagamiseks läbi AS-i Eesti Varude Keskuse (EVK) loomise; antakse Siseministeeriumi pädevused, volitused ja ülesanded kriisireguleerimise koordineerimisel üle Vabariigi Valitsusele ja Riigikantseleile; sätestatakse õigusaktide väljatöötamise ülesanne Riigikantseleile valitsemisalade ülese valdkonna koordineerimisel. Samuti täpsustatakse eelnõu kohaselt kriisireguleerimise üldist korraldust riigis, kuna varu moodustamine on otseselt seotud erinevateks kriisideks valmistumise regulatsioonidega ja laiapindse riigikaitse kontseptsiooniga. Muudatusega antakse Siseministeeriumi pädevused, volitused ja ülesanded kriisireguleerimise koordineerimisel üle Vabariigi Valitsusele ja Riigikantseleile. Kuivõrd riigikaitse laia käsituse rakendumise sisuks on integreeritud planeerimine erinevateks riiki ja ühiskonda ähvardavateks ohtudeks, on asjakohane viia kogu kriisireguleerimispoliitika koordineerimine Vabariigi Valitsuse juurde, täpsemalt Vabariigi Valitsuse juures oleva Riigikantselei alla. Muudatuse tulemusel ei kao põhimõte, mille kohaselt iga ministeerium ja asutus vastutab kriisireguleerimise eest oma vastutusalas. Riigikantselei ülesanded jäävad sarnaseks tänaste Siseministeeriumi ülesannetega. See tähendab, et Riigikantselei suunab asutuste tegevust üldiselt, riigi tasandil, ministeerium aga teeb seda täpsemalt oma valitsemisalas ning vastutab selle eest, et vajalikud kriisireguleerimisülesanded oleksid täidetud.
