Summary

The government resubmitted the bill that was dropped from the Riigikogu procedure due to the expiry of the powers of the composition. The bill has been developed to harmonize the foreign service with the Public Service Act as much as possible and to make the current regulation clearer and simpler. It also includes the modernization of the salary system of the foreign service, with which the employee working in the foreign mission, which was implemented as the first part in 2018, will be completed reform of increasing taxable income and reducing tax-free income. Another important goal of the bill is to reduce the burden of sending professional diplomats and non-staff administrative employees to a foreign mission, leaving the decision-making competence related to their sending to the sending ministry. In addition, a distinction will be made when recruiting for the foreign service, which will allow former diplomats to be recruited for a fixed period of time without a public competition. Spouse- and the payment of the registered partner's fee is continued to the extent of 50% even in case of employment of the accompanying spouse. It is also possible to take a support person with a child under 13 years of age, a disabled child or an adult child who lacks working capacity on a long-term foreign assignment.
