Summary
Valitsus esitas uuesti Riigikogu menetlusest koosseisu volituste lõppemise tõttu välja langenud eelnõu. Eelnõu on välja töötatud välisteenistuse võimalikult ulatuslikuks ühtlustamiseks avaliku teenistuse seadusega ning kehtiva regulatsiooni selgemaks ja lihtsamaks muutmiseks. Sinna hulka kuulub ka välisteenistuse palgasüsteemi ajakohastamine, millega viiakse lõpuni 2018. aastal esimese osana rakendunud välisesinduses töötava teenistuja maksustatava sissetuleku suurendamise ja maksuvaba sissetuleku vähendamise reform. Eelnõu teine oluline eesmärk on vähendada koormust erialadiplomaatide ja koosseisuväliste haldusteenistujate välisesindusse lähetamisel, jättes nende lähetamisega seotud otsustuspädevuse lähetajaministeeriumile. Lisaks tehakse välisteenistusse värbamisel erisus, mis võimaldab edaspidi tähtajaliselt ilma avaliku konkursita värvata tööle endisi diplomaate. Abikaasa- ja registreeritud elukaaslase tasu maksmist jätkatakse 50% ulatuses ka kaasasoleva abikaasa töötamise puhul. Samuti luuakse võimalus võtta pikaajalisse välislähetusse kaasa tugiisik üksi alla 13-aastase lapsega, puudega lapse või puuduva töövõimega täisealise lapsega pikaajalisse välislähetusse minevale teenistujale.
