Summary
Eelnõu olulisemate muudatuste hulgas määratakse Tarbijakaitse ja Tehnilise Järelevalve Amet teostama järelevalvet veebipõhiste vahendusteenuste pakkujate ja otsingumootorite üle. Eelnõuga täpsustatakse sunniraha ja trahvimäärasid ettekirjutiste ja kohustuste täitmata jätmise eest. Nähakse ette käibemaksukohustuslase numbri avaldamise kohustus nendele infoühiskonna teenuse osutajatele, kelle tegevuselt nõutakse käibemaksu. Veebipõhiste vahendusteenuste hulka kuuluvad sellised infoühiskonna teenused, mis võimaldavad ärikasutajatel pakkuda tarbijatele kaupu ja teenuseid ja hõlbustada otsetehingute algatamist. Euroopa Liidus on eesmärk on tagada õiglane ja usaldusväärne ning ühtsetel alustel toimiv veebipõhine ettevõtluskeskkond kogu Euroopa Liidu siseturul. Infoühiskonna teenused, sealhulgas veebipõhised vahendusteenused ja otsingumootorid on ettevõtluses ja kaubanduses olulised. Infoühiskonna teenused võimaldavad uusi ärimudeleid, innovatsiooni, pakuvad juurdepääsu uutele turgudele ja ärivõimalustele. Kuid platvormimajandus toob kaasa ka probleeme, mis tuleb õiguskindluse tagamiseks lahendada. Eelnõu muudatustega tagatakse ELi platvormide määruse ning Euroopa Parlamendi ja nõukogu e-kaubanduse direktiivi nõuetekohane ja mõjus täitmine Eestis.
