Summary
Eelnõuga võetakse üle ELi kohustus, mille kohaselt peab aastaks 2020 liikmesriikides tarbitud transportkütustest moodustama taastuvast allikast toodetud kütus ehk biokütus 10 protsenti kütuste koguenergiast . 2015. aasta seisuga kasutati Eestis transpordis 0,2 protsenti taastuvatest energiaallikatest toodetud kütuseid, põhiliselt roheelektrit. Eelnõu sätestab, et aktsiisilaost väljuv kütus peab sisaldama biokütust alates 2017. aasta 1. maist vähemalt 3,3 protsenti igas tarbimisse lubatud kütuse liitris, alates 2018. aasta 1. aprillist vähemalt 6,4 protsenti igas tarbimisse lubatud kütuse liitris, alates 2019. aastast vähemalt 8 protsenti, kuid igas tarbimisse lubatud kütuse liitris vähemalt 6,4 protsenti ning alates 2020. aastast vähemalt 10 protsenti, kuid igas tarbimisse lubatud kütuse liitris vähemalt 6,4 protsenti. Biokütust toodetakse taastuvatest allikatest nagu jäätmetest, loomsetest taimsetest rasvadest, toiduks kõlbmatuks teraviljast, rapsiseemnetes, vetikatest jne. Meie lähiriikidest toodetase seda näiteks Soomes ja Leedus. Kuivõrd Lätis ei pea 2017 ja 2018 aasta talvel diislikütusele biokütust lisama, ei ole eelnõu kohaselt diislikütusele biokütuse lisamine kohustuslik perioodil 1. november 2017. a – 31. märts 2018. Enamus Eestis kasutusel olevatest sõidukitest on võimelised biokütuse lisandiga kütuseid probleemideta kasutama. Sõidukid, mille tootjad ei luba kasutada biokütuse lisandiga bensiini, saavad kasutada bensiini 98. Sõidukitest, milles ei soovitata biokütuse lisandiga kütuseid kasutada, annab ministeerium ülevaate maanteeameti veebilehel. Muudatuste jõustumisel võib eeldada bensiini hinnatõusu ligi 0,5 eurosenti liitri kohta ja diislikütuse puhul ca 1-1,5 eurosenti liitri kohta. 2018. aastal võib hinnatõus olla 1-2,9 eurosenti liitri kohta, 2019. aastal 1,2-3,6 eurosenti liitri kohta ja 2020.a 1,5-4,5 eurosenti liitri kohta võrreldes 2016. aasta novembrikuu hindadega. Hinnaprognoos baseerub etanooli ja kvaliteetse biodiislikütuse 2016. aasta novembrikuu hindadel. Arvestades, et veel paar aastat tagasi oli võimalik hinnatõus ligi kaks korda kõrgem, ei pruugi biolisandit lisamise kohustus vedelkütuste hinda lähitulevikus üldsegi muuta, märgitakse seletuskirjas. Juhtivkomisjoniks määrati majanduskomisjon.
