Summary
Eelnõuga sätestatakse e-identimise ja e-tehingute usaldusteenuste seaduses (EUTS) ning isikut tõendavate dokumentide seaduses (ITDS) selge eID-alane asutuste vaheline pädevus- ja vastutusjaotus. Eelnõuga kaasajastatakse regulatsiooni, mis puudutab eraõiguslike e-identimise süsteemide usaldusväärsuse taseme hindamist. Paralleelselt täiendatakse riigilõivuseadust, lisades RIA toimingute juurde e-identimise süsteemi usaldusväärsuse taseme hindamise taotluse läbivaatamise eest kohaldatav riigilõiv. 2017. aasta sügisel ilmnenud ID-kaardi turvanõrkuse lahendamise käigus tõusis esile vajadus korrastada isikut tõendavaid dokumente, e-identimist ja usaldusteenuseid puudutavat õigusruumi ning ka nende valdkondade eest vastutavate riigiasutuste omavahelist töö- ja vastutusjaotust.
