Summary
Eelnõuga esitatakse uus terviklik kaasajastatud regulatsioon. Kõige olulisema muudatusena antakse rahvastikuregistrisse kantud andmetele õiguslik tähendus. Õiguslikku tähendust ei ole kontaktandmetel (e-posti aadressil ja telefoninumbril) ning ütluspõhistel perekonnaseisuandmetel, mille puhul puuduvad registris alusdokumentide andmed. Eelnõuga lühendatakse elukoha aadressi esitamise tähtaegu. Kehtiva seaduse kohaselt peab inimene esitama uue elukoha andmed 30 päeva jooksul pärast uude elukohta kolimist, edaspidi on see 14 päeva. Eelnõuga tehakse ka mitmeid olulisi muudatusi registri pidamise osas – juurdepääsude võimaldamisel on loobutud kehtivas seaduses sätestatud mitmepoolsete lepingute sõlmimisest, juurdepääs otsustatakse edaspidi haldusaktiga, samuti luuakse juurdepääsu saamiseks esitatavate taotluste ja juurdepääsuõiguste hõlpsamaks menetlemiseks uus juurdepääsude menetlemise töökeskkond.
